Who Instigated the Fight?
Any time police are called to a supposed domestic violence crime scene, Florida law requires them to arrest one of the parties involved in the dispute. It takes two people to fight. The person who is arrested isn't always the one person who committed an act of violence. Often situations involve mutual combatants. Sometimes police make arrests even though the supposed domestic violence never rose beyond a verbal disagreement.
